Study Guide: Acts 24:1-9
The Professional Spin Doctor
Have you ever been in a situation where the person you were arguing with was just better at talking than you were? Maybe it was at work, in a legal battle, or even a family dispute. You knew the truth was on your side, but they had the fancy vocabulary, the charming smile, and the ability to make a lie sound like a polished fact.

That is exactly where we find the Apostle Paul in Acts 24. He is standing in a Roman courtroom, and his enemies haven't just brought a grudge—they’ve brought a "hired gun." They’ve hired a professional "spin doctor" to make Paul’s faith look like a crime against the state. This study is about what happens when the truth meets a polished lie, and how we can stay steady when the room feels rigged against us.
Before you dig into the rest of the study guide, I would suggest reading or listening to the passage in two different bible translations from this list: NIV, NLT, NASB, ESV, NKJV

Setting the Scene: The Legal Battle for the "Jewish Umbrella"
To understand why a high-priced lawyer like Tertullus was hired to attack Paul, we have to look at a "legal loophole" that the early church was hiding under. This wasn't just a religious debate; it was a fight over legal status in the Roman Empire.
The Flashback: The Jewish Exemption
Rome was usually very strict: everyone had to worship the Emperor as a god. It was the "glue" that held the Empire together. But the Jewish people were the one big exception. Because their religion was ancient and they were famously stubborn about their "One God," Rome gave them a special status called Religio Licita (a "Licensed Religion").
The Deal: Jews didn't have to offer sacrifices to the Emperor (which they considered idol worship). Instead, Rome allowed them to offer sacrifices and prayers for the Emperor to their own God.
The Safety Net: As long as you were "Jewish," you were legally safe from being executed for refusing to worship Caesar.
The Gallio Precedent: The Shield in Corinth
Fast forward to about five years before Paul’s current trial. In the city of Corinth (Acts 18), the Jewish leaders tried to get Paul in trouble with the Roman Governor, Gallio.

They argued that Paul was teaching people to worship God in ways that broke their law. They wanted Gallio to rule that Paul’s "Jesus movement" was a brand-new, illegal religion. If Gallio had agreed, Christianity would have been outlawed instantly across the Empire.
But Gallio—an "old money" aristocrat who didn't want to deal with religious bickering—threw the case out. He ruled that this was just a "dispute about words and names" within Judaism. By doing that, he effectively gave the Christian movement legal protection. In the eyes of Rome, Christians were just "another kind of Jew," which meant they were safe under the Jewish exemption. This "Gallio Precedent" was the "legal breather" that allowed the Gospel to spread like wildfire for years.
The Pivot: Why Tertullus Was Hired
This brings us to our current passage in Acts 24. The High Priest and the Jewish leaders aren't stupid. They know about the Gallio ruling. They realize they cannot win by talking about the Bible or Jewish customs because Felix will just follow Gallio’s lead and stay out of it.
This is why they hire Tertullus, the "hired gun."
The Mission: Tertullus’s job is to strip Paul of his "Jewish protection." He has to convince the Governor that Paul isn't just a religious teacher, but a political rebel.
The Strategy: He tries to "rebrand" Paul as a "plague"—someone who causes riots and disrupts the peace of Rome. If he can prove Paul is a "pest" to the Empire, then the "Jewish exemption" won't matter anymore, and Rome will execute him for treason.
Why this matters for you today: Paul was being attacked by "professional spin" designed to bypass the protections God had already put in place. It shows us that while the world will try to find "new angles" to attack the truth, God has already established the precedents that will carry us through.
Deep Dive: The Attack of the Spin Doctor
In our live study, we looked at how Tertullus tried to manipulate the Governor. Here is a closer look at the strategy used in Acts 24:1–9.
I. The "Butter Up" (Acts 24:1–4)
Tertullus starts with a classic Roman legal tactic called "capturing the goodwill."
The Flattery: He tells Governor Felix, "We enjoy great peace because of you" (Acts 24:2). This was a flat-out lie. Felix was actually a very violent leader who was widely hated.
The Strategy: Tertullus is stroking Felix's ego. He wants to make it seem like Paul is the only thing standing in the way of Felix's "perfect" record as a peacekeeper. He uses "nice words" to hide an "ugly intention."
II. The Three Big Lies (Acts 24:5–6)
Because of that earlier ruling by Gallio, Tertullus has to rebrand Paul’s message as a threat to the Pax Romana (the Peace of Rome). He makes three specific charges:
The Plague Charge: He calls Paul a "pest" or a "plague." In the ancient world, a plague was the scariest thing imaginable. By calling Paul a plague, he’s saying Paul is a virus that will destroy the stability of the Empire.
The Rebel Charge: He calls Paul a ringleader of the "Nazarene sect." The word "sect" here implies an illegal, underground cult. He’s trying to make Christianity look like a secret rebel group instead of a legitimate faith.
The Temple Charge: He claims Paul tried to "profane" or disrespect the Temple. Since Rome had a treaty to protect the Temple to keep the Jews from rioting, this was a way to make Paul look like he was trying to start a war.
III. The Wall of Sound (Acts 24:7–9)
The Agreement: After Tertullus finishes his polished speech, the High Priest and the elders join in. They "asserted that these things were so" (Acts 24:9).
The Intimidation: They aren't offering evidence; they are just offering volume. They are trying to use their status and their numbers to drown out the truth. They want Felix to believe that if enough important people say it’s true, it must be true.
Why We Look at "Wrong" and "Right" Applications

This passage is about a courtroom, but it’s really about how we handle opposition. If we read it the wrong way, we might think it's just about ancient history. But if we read it correctly, we see a map for how to handle "spin" in our own lives.
🛑 Applying it Wrong: The Common Pitfalls
The "Nice Guy" Mistake: Some people see Tertullus’s polite opening and think, "We should always be that flattering to get what we want." No! Tertullus was being manipulative. The Bible warns us against using "smooth talk" to hide a lack of integrity.
The "Political Christianity" Mistake: Some people try to use Paul’s trial to say that Christians should always be fighting for political power. They miss that Paul wasn't trying to take over Rome; he was just trying to be a faithful witness to Rome.
The "Bribe" Mistake: Some might think Paul should have just "played the game" and paid off Felix (who loved bribes). But Paul stayed clean. He didn't use the world's dirty tactics to solve a spiritual problem.
✅ Applying it the Right Way:
The Historical Context: Remember that Gallio ruling! It tells us that God often prepares a "legal breather" for us long before we even know we need it. Trust that God has already handled the "precedent" for your situation.
The Cultural Context: Understand that being called a "Nazarene" was a slur. It meant being a follower of a "nobody." When the world tries to label you or make your faith look "small" or "unimportant," remember that God specializes in using the "nobody" things of the world.
The Character Context: Watch Paul’s silence. While they are screaming and spinning, he is waiting. He knows that a polished lie might win the first round, but the truth wins the match.
Questions to Chew on and Discuss:
These questions are designed to help you personally dig deeper into the passage and help guide your discussions in your Journey Groups and Me & 3 small groups.
The Facts (What does it say?)
Goal: To ensure everyone is grounded in the actual text before moving to interpretation.
Who did the High Priest bring with him to Caesarea to act as the lawyer? (Acts 24:1)
What were the three specific names or labels Tertullus used to describe Paul in verses 5 and 6?
How did the rest of the Jewish leaders respond after Tertullus finished his speech? (Acts 24:9)
The Meaning (What does it mean?)
Goal: To dig into the "Why" behind the history and the culture.
Why was it so important for Tertullus to call Paul a "plague" or a "pest" instead of just a "heretic"?
How did the previous ruling by Gallio in Corinth (Acts 18) force the Jewish leaders to change their legal strategy here?
What does the "flattery" in the opening of the speech tell us about the character of the people attacking Paul?
The Heart (What am I hearing?)
Goal: To let the Holy Spirit use the text as a mirror for our own lives.
Have you ever felt like a "pest" because of your faith or your values? How does it feel when people "rebrand" your good intentions into something negative?
Does it give you peace to know that God had already set a legal precedent (through Gallio) to protect Paul? Where have you seen God "pre-prepare" a solution for you?
When you are in a "rigged room" where people are lying about you, is your first instinct to "out-spin" them or to stay quiet and trust God?
The Hands (What will I do?)
Goal: To move from "interesting thoughts" to "Kingdom action."
Is there a situation right now where you are tempted to use "smooth talk" or manipulation to get your way? How can you choose total honesty instead this week?
Who is someone in your life who is currently being "smeared" or misrepresented? How can you stand by them as a witness to the truth?
What "label" has the world tried to put on you lately? Write down what God says about you instead and keep it in your pocket this week.
Journey Group Discussion Starter:
Whether you're helping facilitate a small group, talking about this passage one-on-one with a friend, or even just need a topic to guide the conversation at the dinner table, these ideas can help start a good group conversation before you dive into the passage and questions in this study guide.
The "Spin" Story: Share a time when someone tried to "spin" a story about you to make you look like the bad guy. How did you feel listening to them talk? How did the situation eventually resolve?
The Power of Labels: Tertullus used the label "Nazarene" to make Paul look small. What are some labels the world uses today to try to make Christians look "dangerous" or "irrelevant"? How should we respond to those labels?
Sum it Up

In Acts 24, we see that the enemies of the truth will often use "professional spin" to try to shut down the Gospel. They hire the best talkers and use the fanciest words to make a faithful man look like a dangerous criminal. But Paul shows us that we don't need to be intimidated by the world's "hired guns." We don't have to "out-spin" the liars. When the room is rigged against you, remember that the truth doesn't need a professional lawyer—it just needs a faithful witness. God is the ultimate judge, and He is never fooled by the spin.
Experience the God of the Wilderness

Throughout the Bible, the desert isn't just a place of heat and sand; it is God’s favorite classroom. It’s where He took Moses to see the burning bush, where He shaped the Israelites into a nation, and where Jesus was prepared for His ministry.
There is something about stepping away from the "safe structures" of the city and into the stillness of the high desert that clears the noise and lets you hear God's voice.
Are you willing to come to the wilderness for a time of preparation and growth? If you feel God moving you out of your comfort zone and into a deeper dependence on Him, we invite you to join us on our off-grid property in Northwest Arizona.

Save the Date: The Pig Out-Play & Praise
Every September, the whole YJJ community rallies together in beautiful North Idaho for our annual gathering. We call it "The Pig Out-Play & Praise"—and for good reason! We smoke a whole hog and briskets for a week of incredible food, deep fellowship, and powerful worship led by two different teams.
The Biblical Connection:
Did you know that God actually built "big meet-ups" into the very rhythm of life for His people? From the Appointed Feasts to the harvest gatherings, the ancient Israelites were commanded to stop, gather, and celebrate what God was doing. The value of these rhythms remains true for us today. We need these "mountain top" moments to refuel and reconnect.
